Here's a nifty link.....

The Oregon State Marine Board has the most recently published educational document available on-line. Besides general regulations and educational information for boaters [and potential boaters] this handy flip page guide has the motor and speed regulations for Oregon waterways listed inside!
Want to know what regulations are in place for Miller Lake? How about Laurance?
They're in there! [and without having to fumble around the OAR's!]

In case you missed it last week.....

Hazardous train cargo in Oregon? What ever happened with that? Well, the legislature did make an attempt and TU got behind it - admittedly per Tom Wolf, this was not a great bill but it was a start....

HB 3225 [Relating to the safe transport of hazardous materials] - requires State Fire Marshal to adopt plan by rule for coordinated response to oil or hazardous material spills or releases that occur during rail transport. Requires office of State Fire Marshal to annually coordinate with certain persons to prepare report on coordinated response plan. Establishes Oil and Hazardous Material Transportation by Rail Action Fund. Continuously appropriates moneys in fund to Department of State Police for use by office of State Fire Marshal for development and implementation of coordinated response plan.

Basically it made someone come up with a plan, a report, some oversight and a method for funding the effort.

Unfortunately, the bill did not pass out of the Senate. This should however, remain as an active effort for the State of Oregon. Consider contacting your representatives.

Can't stress the warm water enough.....

Even with our somewhat cooler temps -

High water temperatures stressful on fish
July 2, 2015

SALEM, Ore. –  Summer conditions have come early to Oregon, and in many places fish like trout, salmon, steelhead and sturgeon are struggling with low water levels and high water temperatures.

“Normally we see these kinds of conditions later in the summer, not in late June and early July,” said Rick Hargrave, ODFW Information and Education Division Administrator. In response, the Oregon Department of Fish and Wildlife is asking anglers to take precautions when fishing during these drought conditions.

“When streams get too warm, fish are stressed and as a result the fishing goes downhill fast,” said Rick Hargrave, ODFW Information and Education Division Administrator. “Fish stop biting or retreat to deeper, cooler water where they are harder to catch.”

2015 Legislative session.....OVER!!!!

Salem - capitol calling it quits for 2015!
Well, there you have it - in a nutshell....done deal. As of July 6th the the legislature adjourned for the last time - Tom Wolf, Executive Director of Oregon TU forwarded the latest updates. in general it was described as a tough session - between Governor changes and contentious bills much work was done through big distractions. Tom did note all the ODFW bills have passed and the key TU interest bills; we should all look forward to helping direct ODFW in the future.

So here is the breakdown per Tom...........

BREAKIN' NEWS!

ODFW Takes Action to Help Native Fish
Thursday, July 16, 2015

SALEM, Ore. – The Oregon Department of Fish and Wildlife has curtailed fishing hours on most of Oregon’s rivers to avoid additional stress on native fish already suffering from high water temperatures and low stream flows from this year’s drought.

Effective Saturday, July 18, and until further notice, all waterbodies defined as streams in the 2015 Oregon Sportfishing Regulations are closed above tidewater (where applicable) to fishing for trout salmon, steelhead and sturgeon from 2 p.m. to one hour before sunrise.

Angling for these species will be prohibited at all times in the Willamette River downstream of Willamette Falls, including the Clackamas River up to the Interstate 205 Bridge, the Multnomah Channel and the Gilbert River. The following sections of the John Day River will also have complete closures:  The mainstem of the John Day River above Indian Creek near Prairie City; the Middle Fork of the John Day River above Mosquito Creek near the town of Galena; the North Fork of the John Day River above Desolation Creek and Desolation Creek.

Some streams will remain open for angling under normal hours because they are less prone to high water temperature risks due to springs, tides, cold water releases from some dams and high elevations.

Read the FULL PRESS RELEASE to find the exceptions.

Project Healing Waters looking for some rowers....

PHW Driftboat Fleet        Photo: Joel La Follette

Jerry Lorang - wearer of many hats [TVTU Member/TVTU Board Member/PHW Leader/ Newsletter Editor/all around good guy] - contacted us today with a request for an upcoming PHW outing. Our friend and Owner of Royal Treatment Fly Fishing is organizing driftboat owners/rowers for the annual Pacific City outing and could use some willing and experienced owner/oarsman.

Give him a call if you can help:

Greetings,
I am putting together the list of volunteer boat rowers for the Project Healing Waters trip on August 24th, 2015 @ Pacific City. This is my 5th year as the unofficial boat coordinator and I am reaching out to past volunteers plus a few new ones. You will need a suitable watercraft (Drift boat) with all required safety equipment and a cooler. This event allows deserving veterans to spend a day on the water and would not be possible without the volunteer boat rowers.
Once again I will be providing lunch for all volunteers and participants. Please let me know if you prefer ham or turkey when signing up for this event.
I have been assured that proper transportation has been arranged for the Vets this year, so I am looking for 10-12 boats in addition to mine.
If you have questions, call me at the shop.
Cheers,
Joel La Follette

Invasives, invasives, invasives!!!

Boat inspections continue to work....this was a good law from a few years ago that TU remains supportive of.

Zebra mussels from Texas found during boat inspection
Monday, July 6, 2015

SALEM, Ore – Last week, Oregon Department of Fish and Wildlife boat inspectors in Ashland discovered invasive Zebra mussels on a boat being hauled from Texas to Auburn, Washington. Zebra mussels range in size from microscopic to two inches long and can survive up to 21 days out of water depending on temperature and humidity.

Of the nearly 5,000 inspections done at stations around Oregon’s borders, this was the ninth contaminated boat detected this season. Leslie Bliss-Ketchum, Assistant Coordinator for the Oregon Invasive Species Council (OISC) says that launching even one boat contaminated with zebra mussels could spell disaster.

Self imposed Hoot Owl closure & more...

Flows are down and water temperatures are up. Let's join together in protecting the Truckee River trout by participating in a voluntary "hoot owl closure". If you practice catch and release, stay off the water from noon to midnight.

Music by: Fistful of Mercy "30 Bones", Sigur Ros "Hafsol"
Produced by http://catchsnaprelease.com in partnership with http://TruckeeRiverKeepers.com

With warm temps, no snow,  a lack of rain and popular fisheries - what can we do to help? Interesting ideas from other western states - Hoot Owl Closure - don't fish between 12 pm and 12 am. Throw in some handling techniques and we have a full educational package!

Besides what is better than a creekside siesta in the shade - perhaps a cool beverage to contemplate the day?
